Is NetSuite Bill Capture Available Outside the United States?
The answer is more complicated than it used to be.
NetSuite Bill Capture was originally limited to the United States. In NetSuite 2025.1, Oracle expanded Bill Capture to the United Kingdom for customers using the NetSuite SuiteTax Engine. That means Bill Capture is available to some UK NetSuite customers, but not simply to every NetSuite account outside the United States.
Oracle’s documentation is currently inconsistent on this point. Its 2025.1 release notes specifically announce UK availability with SuiteTax, while some current Bill Capture help pages still describe the feature as U.S.-only. Oracle’s generative AI availability documentation also lists Bill Capture as English-only and currently limited to a certain set of accounts.
So the honest answer is that Bill Capture’s availability outside the United States is limited and conditional. It depends on your country, your NetSuite tax configuration, and your specific account.
Why is the availability information so confusing?
If you searched for this before finding this article, you may have seen conflicting answers, and that is because Oracle’s own information does not agree with itself.
NetSuite’s 2025.1 release notes specifically announced that Bill Capture became available in the United Kingdom for customers using the NetSuite SuiteTax Engine, and multiple UK NetSuite partners reported the same rollout. At the same time, Oracle’s current Bill Capture Considerations page still says:
Bill Capture is available only in the United States.
Oracle’s current generative AI availability documentation likewise lists the United States and English only. So the release notes and some of the live help pages do not match.
Where does that leave a buyer? We would treat the 2025.1 release notes as real: Bill Capture is available to at least some UK customers, specifically those on SuiteTax. We would not read that as Bill Capture being generally available everywhere outside the United States, because Oracle has not documented that.
Australia is a separate question. Some credible NetSuite partners describe a similar 2025.1 expansion to Australia with SuiteTax, but the release-note text we were able to confirm names the United Kingdom rather than Australia. Until there is equally clear Oracle documentation, we would neither claim Australia is supported nor claim it is not.
Oracle has continued to invest in Bill Capture. NetSuite 2026.2 includes further improvements around tax, shipping, and review preferences, so this is clearly an active product, and regional availability may keep changing. We just would not plan an AP project around availability Oracle has not published for your specific country and configuration.
What limited availability means for a global NetSuite account
Imagine a NetSuite OneWorld customer with subsidiaries in the U.S., Canada, the UK, and Germany. Even where Bill Capture is available, it is not automatically a single capture solution for the whole account.
Availability can differ by subsidiary and by configuration. A U.S. subsidiary may be able to use Bill Capture. A UK subsidiary may be able to use it only if the account is on SuiteTax. A Canadian or German subsidiary may not have a documented path at all. Some of Oracle’s current help pages still warn against selecting subsidiaries outside the United States during review, which adds to the confusion.
For a multinational NetSuite customer, that means the AP process may need to be considered at the subsidiary level. If some teams can use Bill Capture and others cannot, the company may end up with different invoice intake processes inside the same NetSuite account.
That may be perfectly acceptable for some businesses. For others, the whole point of the project is to standardize how AP works across subsidiaries. It is worth finding that out before getting too far into an implementation.
There is another detail that is easy to miss. Even where Bill Capture is available, Oracle’s AI availability documentation describes it as limited to a certain set of accounts. If Bill Capture is part of your AP plans, we would confirm actual availability in your NetSuite account and configuration rather than assuming that a country alone guarantees access.
For UK customers, the question is SuiteTax
For UK customers, the important question is whether the account uses SuiteTax.
Oracle’s 2025.1 release notes made Bill Capture available in the UK for customers with the NetSuite SuiteTax Engine enabled. If your account still uses Legacy Tax, that limitation matters. Moving an established NetSuite account to SuiteTax is a much larger decision than enabling an invoice capture feature, so Bill Capture may still be impractical for companies that otherwise have no reason to change their tax architecture.
That is worth stating plainly. A SuiteTax migration changes how the entire account calculates and records tax. It is not something most finance teams would undertake just to gain one AP feature. So even in a country where Bill Capture is technically available, it can be out of practical reach for a company that is not otherwise planning to change its tax engine.
What about Canada, Europe, and other regions?
Canada is an interesting example because there is very little about the underlying NetSuite platform that prevents a Canadian company from running a sophisticated AP process in NetSuite. The issue is specifically Bill Capture, and Canada does not appear in Oracle’s documented Bill Capture availability.
A similar situation applies across much of Europe and in New Zealand. NetSuite has substantial localization support in these markets, but that should not be confused with the availability of Bill Capture itself.
Australia is less clear. Some NetSuite partners describe a 2025.1 expansion to Australia alongside the UK for SuiteTax accounts, but we have not been able to confirm that in Oracle’s release-note text the way we can for the United Kingdom. If you are an Australian NetSuite customer, that is worth verifying directly for your account rather than relying on a general statement either way.
For us, this distinction matters because the customer looking for invoice capture outside the United States is not necessarily looking for a massive AP transformation. They may already like their NetSuite AP process. Their approvals may already work. Purchase orders may already be in NetSuite. Vendor records, departments, classes, locations, accounting rules, and reporting are already there.
The missing piece may be much simpler: invoices still need to get from an email or PDF into a Vendor Bill without somebody typing the whole thing.
That is a different problem from replacing accounts payable.
Greenlight Bills does not gate on geography or tax engine
This was one of the reasons we became interested in offering Greenlight Bills outside the United States.
Greenlight Bills captures vendor invoices from email or upload, extracts the bill information, and presents the proposed Vendor Bill for review. The accounting transaction is still created in NetSuite, and a person confirms it before the Vendor Bill is created.

There is no Greenlight product rule that says the subsidiary must be in the United States, and there is no requirement to run a particular NetSuite tax engine. A UK company on Legacy Tax does not have to migrate to SuiteTax to use Greenlight Bills. For a company that has no other reason to change its tax architecture, that can be a meaningful difference.
(For a broader look at how the two products differ, see our comparison of NetSuite Bill Capture and Greenlight Bills.)
If that is your situation, a NetSuite account outside the U.S. or a UK account still on Legacy Tax, this is the gap Greenlight Bills is built to fill. See how Greenlight Bills works, or book a walkthrough on your own invoices.
We are being careful about how we describe that because not having a geographic or tax-engine restriction is not the same as saying Greenlight Bills has already been fully localized and tested for every country where NetSuite operates.
A Canadian company may have GST and PST requirements. A UK company may have VAT requirements. Australian and New Zealand accounts have their own GST configuration. European NetSuite environments can vary considerably depending on country, SuiteTax configuration, localization SuiteApps, currencies, and the way the customer has built its Vendor Bill process.
Those details still matter. Our approach is to start with the customer’s actual NetSuite account and invoices, then validate the workflow instead of maintaining a marketing list that declares an entire country “supported.”
International invoice capture is more than recognizing a PDF
Reading the document is only the beginning. A capture product also has to understand what NetSuite expects the resulting transaction to look like.
Greenlight Bills can use client-configured body and line fields during extraction and review. Vendor profiles can provide context about recurring supplier behavior, coding, aliases, item mappings, and other patterns. For PO-backed invoices, the review is based on the actual billable lines from the NetSuite purchase order rather than treating the document as an isolated set of extracted rows.
That flexibility can be useful internationally because NetSuite accounts often become more customized as local requirements are added.
There are still limits in the current product. For example, Greenlight’s current standalone bill flow can handle configured tax and shipping treatment, but tax-inclusive PO billing is still an area we are working through. Some more complex overbilling and off-PO scenarios also need to be handled carefully.
Those are exactly the kinds of issues we would want to discover with real customer invoices before declaring a particular international configuration finished.
The same is true for language. Oracle currently lists Bill Capture as English-only. Greenlight does not require an invoice to come from a U.S. subsidiary, but we are not using that fact to claim universal multilingual invoice support either. If a customer’s vendors regularly submit invoices in French, German, Spanish, or another language, we would test those documents as part of the evaluation rather than assuming the answer.
Do you need a full AP automation platform instead?
Not necessarily.
There are mature AP platforms that operate internationally and offer much more than invoice capture. Some include procurement, supplier onboarding, payments, cards, spend management, fraud controls, and vendor portals. Those products make sense when the company needs those things.
But we have also worked with NetSuite customers where that is far more system than they are looking for. They already have an ERP and a purchasing process. They are not trying to replace NetSuite as the center of AP. They just want to stop typing Vendor Bills and make invoice review less painful.
That is the gap Greenlight Bills is designed around.
Should you wait for NetSuite Bill Capture to become available in your country?
That depends on the urgency of the problem.
Oracle is continuing to improve Bill Capture, and geographic availability can change. If invoice entry is not causing much pain, waiting may be entirely reasonable.
If your AP team is already spending significant time entering invoices manually, we would not assume that broader international Bill Capture availability is just around the corner for your configuration. Oracle’s documentation does not provide a timetable, and today’s picture is limited and conditional: the United States, and the United Kingdom for accounts on SuiteTax.
The more useful question is what you actually need. If you need procurement, payments, supplier onboarding, and a broader AP platform, evaluate products built for that scope. If the problem is getting vendor invoices into NetSuite accurately, matching them to the right accounting information, and giving AP a good place to review the result, a focused capture product may be enough.
For NetSuite customers outside the United States, or on Legacy Tax in a country where Bill Capture requires SuiteTax, Greenlight Bills is one option we would be happy to evaluate with you. We will look at the invoices you actually receive, the subsidiaries involved, your tax setup, purchase order process, and the Vendor Bill fields your team needs before telling you whether it is a good fit.
That is a more useful answer than putting a flag on a supported-countries page.
